Chapter 53 of title 49 United States Code, authorizes the United States Secretary of Transportation to make grants to states for purposes including but not limited to capital projects and operational assistance for public transportation systems.

Under chapter 89C of the Hawaii Revised Statutes (HRS), the Governor is granted the authority to make adjustments to the wages, hours, benefits, and other terms and conditions of employment for elected and appointed officials, and employees in the executive branch who are excluded from collective bargaining coverage.
