HI-EMA News Release: David Lopez named Executive Officer of Hawai’i Emergency Management Agency

HONOLULU – David Lopez, the former Hurricane Program Manager, is now the Hawai’i Emergency Management Agency (HI-EMA) Executive Officer, announced HI-EMA Administrator Luke Meyers.

With over 20 years of experience in international crisis management, David has developed threat mitigation plans, response plans and has responded to events ranging from hurricanes, to aircraft disasters, and terrorist incidents.

Prior to joining HI-EMA, David was the CEO of Office of Special Services, where he led company teams in support of US Government, host nation governments, and private industry interests in emerging nations, primarily in the Middle East and North Africa for 10 years.

From 1990 through 2004, David served in the US Army, as a member of the 75th Ranger Regiment and the Counternarcotic Task Force, deploying worldwide and conducting numerous missions throughout his time in service.

“We are grateful to have someone of David’s unique background join HI-EMA,” said HI-EMA Administrator Meyers. “His knowledge and experience will allow us to develop and execute the type of plans, policies, and procedures necessary in these unprecedented times.”

Mr. Lopez holds a BS in Criminal Justice and Political Science (Summa Cum Laude), attended the Naval Post Graduate School, Pacific Executive Leadership Program and is a licensed private pilot.
