Governor Josh Green, M.D., is pleased to announce the Investing in Hawai‘i’s Future initiative a collaboration between federal, state, and community partners to maximize federal funding for the State of Hawai‘i.
“The Inflation Reduction Act (IRA) and the Infrastructure Investment and Jobs Act (IIJA) made an unprecedented amount of federal money available to state and local governments, and we must act now to secure every dollar that is available to our State.” Governor Josh Green, M.D.
GOVERNOR’S FEDERAL FUNDS INITIATIVE GOALS
Investing in Hawai‘i’s Future will:
- Build the State’s capacity to compete for more federal awards by providing technical assistance and grant-writing support
- Facilitate a community of stakeholders, including federal partners, state agencies, and others, to foster collaboration around federal opportunities
- Increase public access to federal award data and information to promote transparency and accountability for this once-in-a-generation influx of federal funds
Current activities include:
- Working with subject matter leads to pursue federal funding for critical state needs, such as those relating to climate, agriculture, transportation, mental health, housing, environmental health, and human services
- Launching US Digital Response’s Federal Grant Finder, a federal grant outreach and collaboration platform, to support a more efficient, collaborative approach to tracking and pursuing federal awards
- Federal fund collaboration meetings, including a specific one for Infrastructure Opportunities led by the Department of Transportation
- Training workshops on the Federal appropriations process, Congressional earmarks, and other topics related to federal funds.
- Data sharing and visualization to allow the public and external stakeholders to evaluate the State’s progress in receiving federal awards (Governor’s Federal Funds Initiative Webpage and Dashboard)
- Creating a central point for stakeholders to engage with the State regarding federal funds (Governor’s Federal Fund Initiative Central Email)
- Building auxiliary grant-writing capacity in the State through community partnerships
- Technical assistance to state departmental staff applying for high-impact federal awards
State of Hawai‘i Federal Funds Dashboard (Under Development – Coming Soon)
Any department that receives federal funds is required to report these funds to the Department of Budget and Finance. This dashboard developed for the Governor’s Federal Funds Initiative centralizes this data for a visual breakdown to encourage transparency and accountability when it comes to state-federal funds efforts.
Highlights:
- The Employment and Training Administration awards the Department of Labor and Industrial Relations approximately $11.3 million to modernize IT systems
- The U.S. Department of Defense awards the Department of Business, Economic Development, and Tourism $3.2 million to establish a Military and Community Affairs Office
- The U.S. Department of Transportation awards roughly $23.5 million to the Department of Transportation for Kawaihae Harbor improvements
- The U.S. Department of Agriculture (USDA) awards the Department of Land and Natural Resources (DLNR) nearly $5.2 million to enhance Hawaiʻi’s forests
- The National Fish and Wildlife Foundation, U.S. Fish and Wildlife Service, USDA, Department of Defense, and Native Americans in Philanthropy award DLNR nearly $6.3 million to prevent the extinction of Hawaiian honeycreepers on Kauaʻi and Maui
- The Department of Labor selects Hawaiʻi to participate in the National Expansion of Employment Opportunities Network initiative to increase employment for people with disabilities.
