Emergency Proclamation (March 4, 2020)

Supplementary Emergency Proclamation (March 16, 2020): Suspends certain laws to enable state/county responses to COVID-19

Second Supplementary Emergency Proclamation (March 21, 2020): Mandatory 14-day self-quaratine for travelers entering the state

Third Supplementary Emergency Proclamation (March 23, 2020): Mandate on social distancing across the state

Fourth Supplementary Emergency Proclamation (March 31, 2020): Mandatory self-quarantine for inter-island travelers

Fifth Supplementary Emergency Proclamation (April 16, 2020): Eviction moratorium and enhanced social distancing  

Sixth Supplementary Emergency Proclamation (April 25, 2020): Extending ‘stay at home’ order, quarantine and social distancing requirements through May 31 

Seventh Supplementary Emergency Proclamation (May 5, 2020): First round of low-risk businesses to reopen. Non-food agriculture, auto dealership, car washes, childcare services, pet grooming, observatories and support facilities, retual and repair services (May 15), shopping malls. Safer at Home. 

Eighth Supplementary Emergency Proclamation (May 18, 2020): Extends 14-day quarantine for all travelers through June 30 including inter-island;Act with Care, eviction moratorium, medium-risk businesses to open; (unveiled reopening and recovery plan — Beyond Recovery: Reopening Hawai’i)

Ninth Supplementary Emergency Proclamation (June 10, 2020): Ends 14-day quarantine for inter-island travelers on June 16. Quarantine requirement for out-of-state travelers continues. Criminal liability for hosts of guest who violate quarantine, or owners of cars that are rented to violators. Eviction moratorium extended through July 31. Elimination of prohibitions related to beaches, boating, hiking and shoreline fishing. These activities are being addressed thru the counties in coordination with DLNR.
