 Windward Kauhale 

 What is the purpose?

  • The Windward kauhale will provide housing for people in the community who are houseless and would benefit from community, cultural, and clinical support.  
  • The kauhale will have the capacity to address the needs of people who are or could become homeless and who would benefit from a welcoming, safe, stable, supportive, trauma-informed, place to continue recovery. 
  • Based on the present level of housing needs, we expect the Windward kauhale to fill up. Lessons learned from operating this kauhale will inform planning for additional housing capacity and services going forward.  
  • We will work with area lawmakers and the community to assist in guiding and providing compassionate and respectful care. Individuals who have been homeless in the Windward area and residing at this kauhale will have the support they need to become stable, heal, and build self-confidence. 

What services are provided?

  • The kauhale will provide housing for approximately 34 people at a time, including:
    • Restroom facilities
    • Shower trailers
    • Laundry facility
    • Office space for care coordination, 24-7 security, 24-7 intake/management staff, and peer support. 
  • Support services include
    • Interpersonal engagement
    • Community-building activities
    • Cultural support
    • Wellness programming.  
  • Clinical support services include:
    • Vital signs monitoring
    • Assistance with medication
    • Linkage with medical and behavioral health care
    • Care coordination.  
  • The site will be wheelchair accessible, but eligible individuals need to be able to perform activities of daily living (e.g., showering and using the bathroom) with minimal assistance.  
  • Transportation support will be provided for medical appointments, employment, job training, and education. 

    Who are some of our partners?

    • HomeAid Hawaiʻi (HAH) is the state’s lead development partner, working on-site planning, construction, and developing infrastructure for Windward Kauhale. 
    • HomeAid Hawai‘i has built the state 50 new single units for homeless beneficiaries that will be deployed between multiple sites. This project is among others that will increase our ability to house and support our houseless neighbors, in alignment with the priorities of Governor Josh Green, M.D. 
    • Project Vision Hawaiʻi (PVH) is the state’s operating partner for Windward kauhale. It will provide meals, case management services, community clinical outreach, clinical staff, 24-7 intake/management staff, as well as 24-7 security. 
    • PVH will coordinate with relevant stakeholders including, but not limited to, government entities, community organizations, churches, and others.

    What is the timeline?

    • The site should be completed in mid-January 2024; operations are expected to begin by mid-February 2024. The estimated duration of the Windward kauhale is at least five years.
