OʻAHU BUSINESS OWNER PLEADS TO TAX VIOLATIONS, ORDERED TO PAY RESTITUTION

HONOLULU – Cecil C. Robinson, agent and owner of Carvice, LLC, an O‘ahu automotive business, pleaded no contest to five counts of Wilful Failure to File Return, in violation of §231-35, Hawaii Revised Statutes (HRS), in a case investigated by the Hawaiʻi Department of Taxation (DOTAX), Criminal Investigation Section and prosecuted by the Hawaiʻi Department of the Attorney General’s Criminal Justice Division.
“The Department of Taxation treats the willful failure to pay taxes as a serious offense,” said DOTAX Director Gary Suganuma. “Paying one’s taxes is a civic duty and when someone deliberately avoids paying their fair share, it’s not just illegal but unfair to everyone else who does the right thing.”
“The Department of the Attorney General criminally prosecutes those who willfully fail to pay their taxes to the fullest extent of the law. Those who ignore their responsibilities will be held accountable,” Hawai‘i Attorney General Anne Lopez said.
On October 3, 2025, the court sentenced Robinson to a one-year deferral term and ordered restitution to the state of Hawaiʻi for $798,489.01. According to the court order, Robinson must pay restitution beyond the deferral period until it has been paid in full.
